This subject contains information from the Expanded Cthulhu Mythos, and not based on H.P. Lovecraft's works directly. Carsai the King is the leader of the Citadel of the Black. It is an enigmatic being who's always covered in smoke and whose clothes or burning eyes are rarely seen. He frequently invites people to the place, whether they are victims, followers of the Great Old Ones, or people from Golarion who simply grab his attention. It is a neutral zone between the Old Cults and the Dominion of the Black, and Carsai attends to both sides.

The powerful immortal leader Carsai the King is the closest thing the planet-god Aucturn has to a ruler and whose true form and nature are unknown. A High Priest of Nyarlathotep, he has ruled the Citadel of the Black for centuries. However, he does so autocratically, and the citadel is not a theocracy. He is suspected of being an avatar of the Empty Traveler, who is in turn an avatar of Nyarlathotep. There are also those who comment that it could be the Black Pharaoh.

He tends to appears in public frequently. Each of his appearances gathers multitudes of cultists who esteem him. His charismatic speeches are often broadcast on the Pact Worlds, frequently causing jubilant screams and spontaneous ecstatic suicides. Aucturn's defense facing the Dominion of the Black and his being a reasonable figure on an alien planet caused the Pact Council to accept Aucturn as a protectorate of the Pact Worlds, if only out of necessity and proximity. While this means that he may have a representative on the council (usually Carsai or his associates), he does not have much power on planets or moons in the system.

Interestingly, the media leader's portrayal of an anti-hero (a handsome rebel protecting the Pact Worlds from terrible horrors) has increased devotion to Nyarlathotep and the Outer Gods in the Pact Worlds.

All the ichor lords recognize the authority of Carsai the King and see him as the prophet of their god, referring to him as the "first dreamer".
